OP, that will happen if you click play, then click again anywhere on the Fallout 4 start menu before the game launches. Only click play [once] on the menu and wait for the game to launch. Every other time I hit play on game screen ,the game runs behind the Fallout steam window. I have too ctrl alt del out and restart to get out.1) exit the game; 2) launch Fallout 4 game launcher (file "Fallout4Launcher.exe" in game folder); 3) go to Options -> Advanced -> Detail; 4) uncheck the "Wetness" option, click OK and exit the launcher; 5) launch the game as you usually do, create character (now you have no problem with infinite white screen) and save.
