This is common, and when it fails the valve goes wide open and there is no pressure to actuate any hydraulics. It is easy to check, put a hyd. pressure gauge (capable of at least 3,000psi) on the system, you should have at least 1,000psi, 2200 ...You'll need a snap ring pliers to remove the circlip to pull out the plug, spring, and poppet. You will lose oil as this happens. Also, there's a relief in the valve for the deck lift. You'll have to pull the bottom cover off, its 4 6mm bolts.
