Just north of Buenos Aires' centre there's a place called Tigre which is really calm, tranquile and nice. The Rio de la Plata runs through it and you can go on boats in the river and see the little town. You can catch a train from Retiro station that takes you directly to Tigre in an hour or so. Re: Getting a Sube card. I got it at Retiro train station. same as you, took longer than necessary to accomplish the task. but it is possible to buy the Subte card (90 pesos) , then go to another different counter 30 feet away to charge the amount you want to it. all under the same roof.
