Of course, it's good. Assassins cowl is a fun exotic, but in upper level contend it’s usefulness is pretty low when compared with other exotics. It’s exotic perk gets outclassed in pvp by things like wormhusk and in pve at high levels you don’t really want to be constantly close enough to land finishers on enemies.
